At first blush that is misleading. If you consult the HK exchange rules, a disclosure under 13.23 is required if it would be required under 14. In section 14, such a disclosure is required under 14.34 AFTER THE TRANSACTION IS FINALIZED.

"As soon as possible after the terms of a share transaction, discloseable transaction, major
transaction, very substantial disposal, very substantial acquisition or reverse takeover have
been finalised" (https://www.hkex.com.hk/rule/listrules/vol1_2.htm)

Yanzhou's announcement basically said we haven't finalized any deals therefore we don't have to disclose anything.

This doesn't add anything new to the discussion but it also doesn't mean Yanzhou are not pursuing FLX.
