Dan needs to ask the Feds to come in and take over the logistics of the COVID response.

From what I can see Dan is trying to find state resources wherever he can but will soon be running out of options.

The Feds won’t scrimp and scrape with resources like Dan, they will utilise as many resources that are required for the job.

I think it is the only option.
