If they didn’t have work for a major project in the second half, it’s more than likely they would have let workers go in the absence of Jobkeeper.
The Jobkeeper payment flows through to the workers...every last cent of it. It is not retained by the company.
Jobkeeper was designed for workers to stay connected with their employers, in the expectation that jobs would be disappearing all over the place due to the pandemic. I would say it worked here as it was intended to.
