Is there any reason to believe they are an insider? It certainly seemed to be a single order, which would be pretty blatant if it is someone with inside knowledge.
ARM are in suspension having announced an earn-in and a cap raise. They had already sold half their holding in PDI. It seems likely they have sold some more, and TBH doing it in a single transaction does a lot less damage to the share price than selling over a week. So no hard feelings here.
