"Where Goro delivers in spades is significant project delivering a good volume of nickel over a very long mine life … and while there is an opportunity to reduce costs, from a financial point of view any JV did not have an impact on IGO that was commensurate with risk of going offshore into nickel laterite,"

This is an experienced operator with the means to do a lot who's saying nah too risky.

Remember Goro's issues don't stop at the process, they've had issue after issue from a social perspective including picketing (which in 2014 from memory resulted in them burning a bunch of mining gear).
