We need Shenge in this deal for their technical expertise and financing sources and construction capability. Unless they get a larger stake they may not be able/interested. The US is so F.U. now with Corona, Slavery, riots, endless printing, gov. turmoil, elections and a lot of other political BS that none of what needs to be done to get this project going would ever be done ( I am an American ). That is the reality of the situation. The US has the needed muscle to block this project but then it could just sit there , I fear. Shenge is serious about actualizing this project and providing resources for the EU and US needs.
