I don't get how this could be pinned on the CEO. Apart from collecting payment the rest seems totally act of nature stuff.

And as for payments, if they can't or won't pay... well to my mind, they're doing the right thing by approaching to plan payment. I know I got a bit conspiracy tin foil hat back there, yet with floods on top of covid... well lets say the truth is often between the two extremes.

An approach to plan payment is a good move.
