Interesting that while Court Rooms are open for Business in Quebec there has been some arguments as to whether the changes resulting from COVID-19 providing for only 10 person in the Court at a single time are in fact prejudicing the legal fairness and undermining the legal justice system.

Now whether this has or doesn't have something to do with the delay which seems evident , there is also the matter of the General Sitting Times of these Provincial Courts in Canada.

And for instance in Quebec we can see below the various details which may or may not have resulted in the expected date of 31st July not actually being the date when an additional ' Motion ' may or may not have been scheduled. And while the dates for the ' Summer Session ' are posted from 2019 , I'm sure there would have been an appropriate and similar announcement from the Chief Justice for 2020 session times.....with these timetables APART from the obvious effect of COVID-19 would generally be around the same times each Year.

There is also the obvious issues with regards to any legislative decision which may also be required to be made as well :-
