I think it’s a hard system to navigate. For the elderly it’s hard to wrap their head around and to know what help they can access and how. For families it’s stressful and unfamiliar and often they are anxious about doing the best thing for their parents. Sitting behind the delivery of services is an assessment process as well and so you are reliant on the motivations of the assessment team.
It is far more complex than people realise because there are different players. It is also old fashioned in its approach but I think that is partly because it will cost $ to reform it properly and it has been a low priority.
I also think that it has been too hard to keep parents needing care at home because of work demands. That might change as a consequence of the cascading impact of Covid
