They absolutely are.
Without the gov stimulus, I think everyone would have done exactly what you are proposing.. just shut up shop.
One of the incentives not to do that, would be all of the capital that I have tied up in the business....
I would burn epic amounts of capital if I had to close the business tomorrow....and put quite a few ppl onto Centrelink also :-(
Without the coordinated stimulus, we would be in a global depression right now....
