Yes, I regard Dolly as part of creation. Afterall, she's simply a copy made from pre-existent genetic material.
She is not ex-creaturae! That means she is not a seperate creation distinct from our world. Humans may be able to create, but we can't create from nothing. We need a bit of pre-existent material from which to create. That is one fundamental difference between humanity and God.
