If the unit could be tweaked to produce just hydroxyl radicals then why does it require a 'neutralizing filter' as per the web page??

As I asked please quote where it states it can produce just hydroxyl radicals?

This is from the document on the webpage I've linked to 3 times, page 9...
"Among various chemical species produced by the streamer at the oxygen gas–liquid (water)
environment, OH* radical, atomic oxygen, ozone and hydrogen peroxide are the main reactive oxygen species (ROS) generally accepted to play the dominant role in the chemical and bioinactivation process, and the discharge device can be utilized to provide advanced oxidation treatment as will be discussed below."

That is in water where it still clearly produces ozone mostly because of oxygen in the water.

As I've previously stated, in dry air the FRG unit will mostly create ozone. The FRG unit can only create hydroxyl radicals if there is moisture in the air. Water H2O provides the hydrogen to create a hydroxyl molecule OH. Without moisture in the air, the hydroxyl radical cannot be formed!!
The 'spark' will hit mostly oxygen O2 in a dry air environment, so can only create O3 going through dry air. The amount of hydroxyl radicals will depend upon the amount of moisture in the air. This is basic science.

Some evidence please instead of just statements.
