My thought is that bringing a new drug to market means completing phase II and phase III trials, then registering it (and jumping through all the FDA hoops along the way)... so yes, PAA has a human and animal cancer treatment but we still need LOTS of funds to get to the finish line ... so AUD$3B might be a tad high? I guess its about pricing the "potential" at this stage.
I do love the idea though, I'd take $9.52 !
