I imagine banks have tons of unethical customers and police monitor lots of unethical people. The banks and/or police are only unethical if the bank knows a customer is transferring funds for child pornography, AML or terrorism funding and does nothing. A policeman is only unethical if he/she takes money from an unethical person and does not report them.

The issue at hand is that ISX is providing essential payment processing services to allegedly illegal businesses (scammers, gambling etc)

The very same customers that banks have chosen not to do business with.
