Are you sure its not the institutions letting other companies borrow their stock instead of them holding a short and long position? What would be the reason a company holds both long and short, you said to minimise the 'risk' however why not just hold less stock in that case. Makes zero sense to me to hold a short position where the loss can be infinite % while a long position can attibute to a 0-100% loss risk
