Lebanon's President Michel Aoun has declared three days of national mourning. He said 2,750 tonnes of ammonium nitrate had been stored for six years at the port without safety measures, which was "unacceptable".

4. Who owned the storage facility?
5. Why hadn't the Govt inspected that building for the past 6 years?
6. Did the Govt require Hezbolla's consent to inspect that building and it's contents?
