Your average security guard is not highly trained professional such as vicpol, fed police or ADF personel like those other states used to great effect.
As 60 Minutes showed there was an apparent lack of risk assessment and controls needed to ensure success suggesting the wrong company was engaged in the first instance, something a proper tender process could have helped avoid.
