not sure on specifics as far as multinationals are concerned.
In my time in this vast nation there were a cluster of international expats in the key cities but more inmporantly China has had what they called a ethnic minority ( always dressed in blue Mou suits) So as far as my experience is concerned between the 80's and 90's a mix of nationalities at the time was limited.
There I believe is a strong locus govermental control in that nation and to go against a goverment decree is a sure fire way to be ex communicated to this day.
This is a massive nation and should not be taken at face value...
