No doubt Dan Andrews and his government did not handle this as well as they could. However, I'm sure if there was what would have been seen at the time as draconian action in the first wave, indeed, a massive overreaction, ( mandatory masks, curfew, etc,) many here would have decried the slide into a dictatorship. There were many clusters before the tower lockdown and there were also many breaking the restrictions in the first wave.
