Genuine question here: Do charts actually predict which way a share price is heading?

Since the start of the year I've looked at multiple posts on various stocks about people saying "this price will fall or this price will rise". Most of the time I can't say they've been right because all it takes is one bit of news, either good or bad, to send the stock flying or plummeting.

Of course, charts can't predict news about a stock as it can come out of no where & it seems that news is the only thing that drives the price of a stock. So how accurate is it? To me it seems more like a day traders tool rather than a medium/long term investors.
