    Not all announced buyback plans end up with any shares getting bought, a la the last buyback plan by AFL.

    I would wait for the first few buyback announcements before I would believe this buyback plan is going to happen.

    As far as I can work out, there is no penalty for any company announcing they plan to do a buyback and then end up buying nothing.
