When we apprehended people with the cops years ago we had to put a hand on their shoulder recite the Act and what they were being charged with and put them in the van but if they legged it we would not bother chasing them because they would usually show up again, we had dossiers on most of them so we knew if they had priors or out-standings so that made it easier.

How some judges interpret the law is confusing and often comes down to political and social bias rather than the law.
