    First bit right, but way off track. The Feds fund it, provide accreditation procedures, but the States have primary responsibility for public health.

    All States have issued a public health emergency.     You confuse who has the responsibility for the funding and sets the accreditation for receipt of that funding, to who has the powers for the health system The Sates have the powers to mandate the health procedures and access to the facilities, the Feds can change an accreditation procedure and withhold funding. The most immediate and better results in the case of a Pandemic is States using their health orders.
