If 3,000 shareholders apply for $30k max. each = $90M.

If 34/3000 or 1.1% of shareholders apply for $30k it is maxed out at $1M. There are at least this many on HC alone.

Some will not have the funds available & apply for less but it indicates the scale back will be quite substantial.

At least 25% of shareholders = 750 will apply for maximum $30k each = $22.5M. $1/$22.5M = 4.44% each of what was applied for

I think you will get 5-10% of what has been applied for as the $1M SPP amount is a crumb.
