With a November election, it would hardly surprise to see the funding delays being resolved and announcements made by the US Government, VA and other government agencies with regard to IBM, Mind Gym. I'm not suggesting that any party is deliberately delaying the rollout/release, more that things tend to come to a head once pressure is applied.
That pressure is the November election where you have an incumbent President under all sorts of pressure to claw back support v. a bloke who would be the oldest elected President by 7 years (seeing Biden one can't help think that he could probably do with some Mind Gym).
