They're not proposing the move for a higher share price. If you read through the announcements, they specifically state the suspension on trading is the reason.
The ASX was clearly trying to stop any COVID-19 cure claims, but in the process halted many companies from trading. The NASDAQ has not done anything of the sort.
As for understanding - US investors will understand the Zinclear offering better than Australians, as the shift away from chemical is much larger there.
This is not about share price.
