"refrain from workplace expressions in support of political campaigning... that fall outside the scope of racial justice and equity issues". As 'racial justice and equity issues' are inherently political, that is a pretty rubbish marketing-speak statement from Goodyear.
Whether you support it or not, BLM is clearly a political movement.
Either allow all political expression in the workplace, or allow none.
