The point is that unlike some of the other explorers that are short term they may take a while to get back up. He was basically saying that he was surprised the SP had gone up so much recently and his thoughts were that it is possible that it may take some time for some serious SP increase. He could be just saying it to buy my patience but in any case the fact that they do call you back and take the time to explain things is a positive sign. Many simply just never get back to you.
