Mate the railway study is going to cost them $30K. Why wouldn't you do the study? Costs will be reduced immensely amiing them even less susceptible to the RP price. I dont imagine a railyway would be bit overnight though. I couldnt see it being built within 2 years but may as well start the wheels rolling.
