Depends on the organisation but generally developer vs software engineer are nothing more than titles. Software engineering isn't an engineering discipline in the same sense that other engineering disciplines carry with them accreditation and other managing bodies. So companies and people are free to throw around the term software engineering/software engineer for whatever they want, so if there ever is any distinction between the different titles it's only specific to that particular organisation.

Good to see they're expanding the android team though, also wanting to bring on a QA engineer is another good sign.
