i understand what you are quoting, but, it is not a ban.
the government has to establish a code of practice for fraccing in areas that qualify for fraccing and i am pretty sure that the warro permit has qualified for fraccing [i.e a procedural hinderance, not an approval hinderance].
correct me if i am wrong.
