    Fundamentally- my experience is that prices are close to bottoming out, when you can be somewhat assured that the risk of permanent loss of capital is very low, under extremely conservative assumptions (looking through a through-the-cycle lens).
    Practically, from my experience, prices seem to rise from the bottom once the marginal buyer sees competition for the stock allocation they would like and is forced to pull the trigger (ie when the opportunity cost of not buying now > opportunity cost of not buying lower at a future price for the buyer).
