According to you after conducting said 'research', you have established they're not in talks with any potential off-take partners, because its not in any of catstars copy and past articles or company announcements.

Yet in the above article you are referring to, written by Tony from townsville has directly quoted BB saying,

“Proceeds from the share placement will be used to support our work to develop Sconi and strengthen our balance sheet as we progress our ongoing discussions with potential off-take and financing partners.”

I am not saying an off-take deal is an assured thing, its an tremendously difficult thing to pull off, an we are all sitting here watching this thing play out, for the good or bad but your line of research needs some work, its lacking in some credibility in my opinion.
