Yes but that does not really answer my question. You have provided one possible answer but there are others.
The heads of departments might have been instructed by their political masters to go easy on the private operators then passed those instructions on to those lower down to do the same.
Or there might be bribery taking place at some level.
Or most of the aged care inspectors might have been removed in public service cuts leaving almost nobody to police conditions.
And there are probably more possible explanations for the cause of this fiasco than I have just mentioned.
