Note that Koo is Tan Sri Dato...that means he is overseas Chinese dwelling in Malaysia. Malaysia is tin giant. Like Indonesia.
I had suspected Chinese CCP involved, but that looks unlikely now. China has much more tin than we do, even if it is heavily depleted. Koo knows the tin business. He will have to watch the Australian rules though regarding takeovers. A fair bit of shadow dancing and jiggery-pokery going on here.
