In which annoncement did you read that -
" it was stated that the weather is so bad they are unable to even test them at this time...so how could they advise they have increased/decreased when they aren't able to conduct testing? "

Because i am really scratching my head keeping up with all this new stuff you are coming up with and i'd appreciate some clarification so i can also go and see these documents or whatever you are referring to.
