I would argue that the only way to protect people in aged care is to prevent infection in the community.
That is the only way to protect them, you can't do it in isolation.
In one 8 hour shift a RN may interact with 48 patients. 2-3 other staff will interact with 12 patients. Then there are 3 shifts a day.
The cleaning staff will cover the whole facility, as will the cooks, tradesman etc.
It wouldn't take long for one infection to spread amongst all the residents, staff and then staff's family.
So if you are talking about people not caring, then you need to get it under control.
