Orbis control numerous funds here and abroad.
The report you are looking at, which has a 3.1% holding, is the Orbis/SM Australia Equity Fund.
If you look at the ASX announcements, you'll see that other Orbis funds, like Orbis Optimal Global, Orbis SICAV, etc. own the rest, which totals just over 15% of the CER shares on issue.
