Did TLS compete so the bids of others would be shown for what they are worth? ie if TLS can't build what is required for the $ offered, then who can?
Also remember that the media has only so much space. So if TLS use up the space by what ever means possible (good and bad publicity) then the others can't send their message. Even the pollies only have so much head space. If TLS engage all of the pollies' (and their staff) head space then no one else gets a look in.
Yes the TLS sp hasn't risen much since initial issue, but the div is good and reasonably predictable.
