yes, some reserve the best for their export markets. Our major beef export markets are Japan and the US. Each of these two countries have their own beef import quota, especially the US (that was some years ago and I think the FTA hasn't changed the quota that much, the farm lobby sector is pretty influencial there, as in Australia and the EU).
