Yes, that is the cutoff. They (the registry) will start to do the administration fairly quickly thereafter.
If there is (not that i believe there will be based on the small rise and consistent discount) a shortfall, they would rather issue it to institutions instead. Those sophisticated investors subscribed for a lot more at the same price recently.
I mist say there are alot of wide accusations and misinformed posts in the DRO threads.
