"I" is a capital letter. Also, it's a job "with" Manuka and Manuka is spelt with a capital letter also.

Again, a simple function of the English Language is to begin a sentence with a capital letter, especially one that proceeds to critique another person's perceived failing of said language. You missed the mark two times here.

"how could this guy review mine plans, understand budgets, designs, claims, contracts, approvals?"

And again. Also it should read and/or approvals which would provide a better sentence grammatically...seeing as you care so much!

"he can't even write a coherent sentence?"

Pot...kettle...black. What do you do for a living belsmith72? Perhaps we can judge whether you are qualified for your role based purely off a quick communique to others...
