If I can be flippant for a moment, with a crude analogy.

it's like Alexander the Great's siege of Tyre.

The Tyrean's didn't surrender to Alexander the Great thinking they were fortified and safe on an island 1 km from the mainland.

But Alexander the Great had other ideas - he built a walkway 1 km long, across the water so that his army could reach across from the mainland and take the fort.

it probably took years to build the mole to reach the fort
but it was only a matter of time... and the Tyreans had no chance.

Likewise it's only a matter of time before the decline and stopes reach all the reefs at Warrior and beyond.
