I certainly agree regulators are under funded, but successive governments have failed to fund the regulators. That does not make it right but no one government is more to blame than another.
Yes it would be good if Rudd did fix that under funding but I would expect he has spent too much money in other areas to have enough to fix this problem.
You may be forgetting the boundaries of Bennalong were adjusted making it more Labor dominated. So stating his departure from Government was a stark statement is naive to say the least.
If he was a Labor PM he would have changed seats to save his arse. Good on him for having the strength to live by his convictions.
