    You would think it would be a 2 to 3 year process movin a plant to site waiting for permit approvals buildin tails storage somewere on site, drilling a borefield an water storage enough to keep up with a plant. Also they would have to get a hv power supply there or just run off diesel generators. Either way it would be a lenghty an costly process
