Yeah it could be! But there's no real evidence to show that it is - well, not enough to warrant all this buying. As far as I can work out, expected milestones will be:

Nov/Dec 2020 - 2nd non-platform wafer lot available for analysis
Jan 2021 - 2nd platform wafer lot available for testing
After that: revise strategic development plan to "achieve its goal of fabrication of a megabit chip and/or a corporate transaction"

Normally I'd expect buying like this to happen after a news event. So this must be something else - either a large fund or someone loaded taking a stake (in which case we should get a new substantial holder notice) - or a bunch of rich traders with a coordinated pump and dump.

All IMO of course, etc etc.
