The later half of the sentence doesn't make sense in that interpretation. To illustrate my point just take out the brackets.

But then I'm not even sure if this is a notice of intention to begin a strike in 10 days time, or notification of a 10 day strike starting immediately. (Surely the later given the withdrawal of FY20 guidance)
It's an all round crap job at corporate comms if you ask me. Lacks clarity, highlights (unnecessarily at this stage IMO) the downside risk...
