I really don't think the delays are technical. Sure the thing may be large in size, but by now they should have been ready.
i suspect there have been other things that have delayed the technical calculations to be finalized: bureaucracy; misplanning, covid etc etc.
Anyway, we may never know what the real reason is. Hold tight Boyz!
