This HPA sector reminds me of playing Monopoly where everyone can move along freely until they end up in prison needing to roll a double to progress. ATC had a big head start but have now been trying to roll that double (get the big capex required) for many years. The others like FYI have caught up rapidly, but will also get to the same point soon where they need to raise multiples of their MC to move forward. The other players are learning a valuable lesson from the ATC story, but will need to come up with a smart strategy to avoid getting stuck in prison at the same point. I suspect that the prison could get crowded for a while though with the rapid approach of many others.
