both of those chips are INCAPABLE of incremental learning
both have fewer neurons and synapses
and both are research chips costing $1k++
if Intels or IBMs were so advanced, why are they still expected to be in a lab for another 4+ years?
IBM doesn't even have a date it expects to be commercialised
